Aliens steal Jerusalem

Do any of you remember tthe name of the book about US politics, where a group of aliens interfere and, among other things, steal Jerusalem until both sides can cooperate? There were lots of abductions, and the central character was a woman from a bad neighbourhood, and there were at least two species of aliens, one of whom were very artistic.

Any ideas? Google can't help...

timeplease is right. They only stole the Old City of Jerusalem. IIRC, I lent it to you, and it's now sitting in my bookcase.
