I just discovered something thoroughly sensible.

Since 1st December 2003 in England and Wales, and 15th April 2002 in NI, an unmarried father named on the birth certificate automatically has parental responsibility.

(The father, if unmarried, has to be present at the registration of a baby to be named on a birth certificate anyway, so this seems, well, sensible)
