I wasn't particularly shocked by this

I expect the government we currently have to be working towards Utopia, the state where everyone is safe because noone is free.

I am slightly surprised that the US don't seem to have got there first.

As far as I can tell, it's for real. I'm hoping everyone who gets hit with a bill manages to sue for loss of earnings.
